>Turkey, as a founding member of the Contact Group on Piracy off the Coast of Somalia presented UN Secretary General Ban Ki-moon a letter with information on the progress of actions taken by Turkey, against the Piracy in Gulf of Aden.

In this letter Turkey outlines her 2009 activities in the region and more importantly proposes

…a mechanism is put in place in one of the countries of the region, under the supervision of the United Nations, to effectively prosecute persons suspected of piracy and armed robbery at sea off the coast of Somalia. This would no doubt require the support of the international community for the enhancement of the capacity in the States in the region…

This issue is an open wound. Navies patrolling the coasts off Somalia do apprehend pirates every now and then but as there is no internationally accepted legal mechanism to prosecution most of the pirates are set free. Only in few cases (e.g. Maersk Alabama) the captured pirates are brought before the judge.

But I guess this is a long shot.
